DR. OKTAY ADALIER
Project Manager - New Generation Turkish ID Card Project

Oktay ADALIER, Ph. D. is a Head Senior Researcher at Design & Development Division in National Research Institute of Electronics and Cryptology (UEKAE), Turkey. He his currently leads New Generation Turkish ID Card project. He received his B.S degree (1992) in mathematics and M.S. degree (1995) in Computer Engineering, both from Middle East Technical University, Ankara, Turkey. He also received his Ph.D. degree (2008) in Computer Engineering from Aegean University, Izmir, Turkey. He has work as Senior Researcher and developer in various military projects on secure communication device development and implementation of secure communication protocols. He has managed several Secure Management Center development projects for security devices which is developed for governmental institutions. He is currently working as project manager at UEKAE. His major interests include project management and control, project risk Management, smart card based authentications system for e-applications for governmental and public use. He has published several papers on security management and project cost estimation issues.
    

JEAN-LUC AMINOT

Chief Superintendant of National Police, Mr Aminot is one of the Director's Advisor of the French Secure Documents Agency. He is most particularly in charge with questions of security, e ID controls and verifications, especially in mobile conditions, by law enforcement forces, and with legal aspects related to these matters.

Jonas Anderson, Vice President of Business Development at Precise Biometrics, has 10 years of experience from the smart card industry. Among his positions in the area are New Business Development Manager and later Business Segment Director at Schlumberger Cards. Since 2002, Mr. Andersson has headed Precise Biometrics’ Match-on-Card initiatives for National ID Card programs and strategic partnerships with the major smart card companies and system integrators worldwide. Among the accomplishments are the wins of Thailand National ID Card, the world’s largest Match-on-Card based smart ID card program, Qatar National ID, and others still under NDA.

Jonas Andersson, born 1957, is a Swedish national, who has lived, studied and worked extensively abroad, and holds a Master of Science degree in Computer Science.

CHRISTIAN BRAFINE
Senior Manager e-Identification Competence Centre - Collis

Christian Brafine is managing the Collis’ e-ID Competence Centre. With years of experience as a senior consultant and a project manager, he has extensive knowledge of smart card technology and has worked on cutting-edge technology projects in the Government sector. Together with his team Christian provides consulting and test services to the main Dutch Public Transport Operators and to  the scheme owner. Outside the Netherlands, the e-ID Competence Centre is drawing up a compliance test specification for the American Public Transport Authority (APTA).
Besides, Christian managed numerous e-ID projects on e-Passport, digital tachograph and national e-ID cards for several European Member States. Christian holds a Master’s Degree in Computer Science and Telecommunications.
    

TANYA BREWER
Global e-ID Project Lead, Identity Management Systems Program - NIST US

Tanya Brewer came to the National Institute of Standards and Technology’s Computer Security Division in 2001 as a Presidential Management Fellow.  She has worked on several projects there, including producing the Division’s Annual Report for 4 years, serving as a Congressional Fellow in a U.S. Senator’s office for a short time, and acting as a liaison to the Department of State. She currently is the Global eID Project Lead under the Identity Management Systems Program.
    

BUD P BRUEGGER
City Of Grosseto (Italy)

Bud P. Bruegger holds a Ph.D. and works mostly for the City of Grosseto.
He is the author of the "Open Source eID Interoperability Demonstrator" that is the operational access control system of the city and works with most currently issued European eIDs. Bud is a long time member of the Porvoo Group, co-organizer of Porvoo12 in Grosseto, and European chair of the Global Collaboration Forum on eID. He is the leader of the Porvoo Group's Permanent eID Status Observatory (PESO).
His interest include eID IOP, Federation-options for Europe, and eID privacy issues. 
    

MARK CROSBIE
Senior Security Technologist - Hewlett Packard Security Office

Mark Crosbie is Senior Security Technologist with the Hewlett-Packard Office of Strategy and Technology, with over 10 years experience in the security field. His role is to help guide HP's product strategy worldwide for security, focusing on Biometrics, National Identity Systems, Trusted Computing and security infrastructure. Mark has extensive experience in biometrics, and holds a number of patents on intrusion detection technology. Prior to joining HP, Mark was Security Architect at Daon, a leading biometric ISV. Mark holds a BA (Mod) in Computer Science from Trinity College, Dublin and a Masters in Computer Science from Purdue University and a CISSP certification.
     

JEAN-LOUP DEPINAY
GlobalPlatform Card Committee Chairman

Mr. Dépinay serves now as Program Manager R&D Fundings (collaborative projects) at Oberthur Card Systems (formerly Delarue Card Systems).  Mr. Dépinay ,as Java Card OpenPlatform Architect, has architected and managed several Java Card platforms which have been deployed in banking, identity and mobile markets worldwide and which have focused on single market and converging market programs.  He was also responsible for developing Java Card security improvements which led to the delivery of several security certificates, including common criteria and FIPS 140, for Oberthur’s smart card products. Mr. Dépinay is currently a member of the Java Card Forum.

Mr. Dépinay has been an active participant in the GlobalPlatform Card Committee since the very beginning of Globalplatform and was elected to serve as Card Committee Chair in 2007.

Program Director - Transportation Worker Identification Credential (TWIC) Program
Transportation Security Administration

Maurine Shields Fanguy is the Program Director for the Transportation Worker Identification Credential program (TWIC) at the Transportation Security Administration (TSA).  TWIC will provide a standard secure biometric credential for personnel requiring unescorted access to secure areas of the national transportation system.  TWIC was developed in response to threats and vulnerabilities identified in the transportation system and in accordance with the legislative provisions of the Aviation and Transportation Security Act (ATSA) and the Maritime Transportation Security Act (MTSA).  In TWIC’s initial phase, over 1 million maritime workers are expected to enroll in the program over five years. 

Ms. Fanguy has oversight responsibility for all aspects of the TWIC program from the regulatory foundation through enrollment operations.  Ms. Fanguy joined the TSA in May 2006, bringing her experience in delivering mission critical information technology systems, business process redesign, and business and technology strategy to support the delivery of the TWIC program.

Prior to joining the TSA, Ms. Fanguy provided business and technology consulting services to private and public sector clients at Accenture, LLP. Clients included the London Stock Exchange, the NASDAQ Stock Market, the Department of Homeland Security, the Department of Treasury, the Department of Agriculture and the United States Postal Service.  Ms. Fanguy worked on a wide range of homeland security-related projects at Accenture, including the development of a border management framework and the application of biometric technologies.

Ms. Fanguy is a graduate of Virginia Polytechnic Institute and State University in Blacksburg, Virginia, with a B.S. in Biology.
     

MICHEL FRENKIEL
Chairman - Mobilegov

Michel Frenkiel has 30 years professional experience in IT R&D. He has been an expert by the European Commission since 1997, focussing on eGovernment, IT security and innovation. He has worked for Thales, leading the software development of the sonar that equips the French strategic nuclear submarines. For IBM, he has worked on the software engineering strategy, and developed tools in the area of Man-Machine interfaces. Mr. Frenkiel has worked in the US notably in weather forecasting research. He holds an engineering degree from Ecole Nationale Supérieure d’Arts et Métiers and a Master of Computer Science from the University of Colorado. He is the author of "Le Grand Livre Intranet" and holds a patent on hardware security, exploited by his company Mobilegov (www.mobilegov.com, NYSE Euronext MLMOB).
Michel Frenkiel est consultant en informatique, expert auprès de la Commission Européenne depuis 1997, spécialiste du gouvernement électronique. Il a organisé dès 2002 un forum Citoyenneté Européenne, d'où est né le projet eJustice, qui facilite la collaboration entre les acteurs de la justice en Europe. Auparavant, il a travaillé pour Thales au sonar du sous-marin nucléaire lanceur d'engins et pour IBM à la stratégie de génie logiciel. Il a travaillé aussi une dizaine d'années aux Etats-Unis, notamment dans la recherche météorologique. Il est Ingénieur Arts et Métiers et Master of Science de l'Université du Colorado. DR. HEINER FUHRMANN

Dr. Heiner Fuhrmann graduated in engineering sciences and law and holds a Ph.D. in economics. He conducted extensive research in technical, legal and economic aspects of electronic communication for commercial and social purposes. A focus of his work was on the establishment of security and trust in contactless electronic interaction.

Heiner has more than 10 years experience in design, marketing, commercial and legal assessment of secure telecooperation infrastructures, ranging from integrated workflow systems over public key infrastructures down to controllers on silicon level. Since 2004, Heiner is in charge of marketing of secure smartcard controllers at Infineon Technologies. He leads the segment government identification at Infineon Chipcard.
     

ARJAN GELUK
Business Development Executive - Collis

Arjan Geluk is a Business Development Executive at Collis. His knowledge about e-Passport, e-ID systems and associated processes and technology is backed with many years of experience in smart card based EMV payment and the European Digital Tachograph. He represents Collis in ISO SC17 and on smart card conferences all over the world and was an official tester on the e-Passport InterFest in Singapore (2005). He has been a speaker at events like the Visa AP Risk Management Conference and World e-ID and is a published author in global publications such as ID World and Keesing Journal of Documents & Identity. Arjan holds a Bachelor in Business Administration.
     

KEVIN GILLICK
Exective Director - GlobalPlatform

Kevin Gillick, Executive Director of GlobalPlatform, is responsible for driving awareness and accelerating adoption of GlobalPlatform’s technology standards into global markets.  His role includes the coordination and management of the organization’s strategic planning, as well as overseeing all marketing and business development initiatives within key market sectors, namely government, finance, mobile telecoms, transit, retail and healthcare.
For twelve years prior to joining GlobalPlatform, Kevin served in various marketing and business development roles at Datacard Group, most recently acting as its Head of Corporate Marketing.  Within this position, Kevin was responsible for worldwide marketing activities associated with the company’s broad range of secure identity, card personalization and card life cycle management solutions.
Prior to this role, Kevin was actively involved in the development and deployment of smart card based solutions for a variety of vertical markets.  In this capacity, he was directly responsible for helping Datacard Group’s broad client base plan for the transition from conventional card programs to new smart card based business enterprises.
Kevin has also worked for Honeywell, Datakey and National Computer Systems. He is a graduate of the University of St. Thomas in St. Paul, Minnesota with a degree in Business Administration – Marketing.
    

DR. CHRISTOPH GOETZ

Born on November 25th, 1951 in Munich, Germany and emigrated to the USA in 1953. Completed High School 1968 in the United States of America and the ”Abitur” 1971 in Munich, Germany. Subsequently graduated from the University of Michigan with a Bachelor’s Degree in Computer Science in 1975. Medical degree from the Ludwig Maximilian’s University in Munich in 1983. Licensed as a practicing physician in Germany after naturalization in 1987 and then certified for ”Medical Informatics” by the Bavarian Medical Association. Doctoral thesis in 2001 on ”Telematic Security Concepts for Practicing Physicians.”

Employed at the Bavarian Administration of Office-Based Physicians (KVB) since 1993, at first as Project Director for Data Processing in Physicians’ Offices, then as Director of the Department of Telemedicine and Data Processing in Physicians’ Offices, and since 2003 Director Telemedicine. First Webmaster for the internet presence of the Bavarian Administration of Office-Based Physicians (www.kvb.de). 2006 part-time delegation to the TeVeGe, an IT daughter company of the German National Administration of Office-Based Physicians in Berlin. There focus on the introduction of the new patient data and health professional cards. Since 2007 part-time delegation to the German Federal Ministry of Health in Berlin for Basic Issues of Health Telematics.

Member of the Working Group ”Telemedicine” of the Bavarian State Ministry for Labor and Social Affairs, Family and Women (BayStMAS). Member of the project group “Health Professional Card” of the National and State Commission. PATRICK GROTHER

Patrick Grother leads a team of experts conducting research into biometrics, primarily in the areas of test methodologies, testing standards development, and data format standards development. The author leads the MINEX, IREX and ELFT programs which, respectively, assess the capabilities of contemporary biometric systems processing standardized interoperable minutia and iris records, and latent fingerprints. The author was the lead developer of biometric specifications for the U.S. Government's PIV identity credential. The author is editor of five ISO standards.
    

KJELL HANSTEEN

Kjell Hansteen is serving as Seconded National Expert to the European Commission since 2006. His responsibility is project administration for the ICT Policy Support Programme and eTEN. His current main occupation as Project Officer is projects related to cross border interoperability of electronic IDs and electronic documents.
Kjell Hansteen has extensive experience with ICT and Internet applications. He has work experience from private industry and public administration. He has first hand experience in development and implementation of public and private e-services. He has also worked with policy analyses and program implementation for a number of years.
Kjell Hansteen has been living and working in Norway, France and Belgium. He speaks English and French fluently. He a Norwegian national and holds a Master of Science degree in Telecommunication.
     

GUNDULA HEINEN
German Federal Ministry of The Interior

Gundula Heinen is desk officer in the Biometrics, Travel & ID Documents and Registration Division within the German Federal Ministry of the Interior, a position she has held since April 2005. During the introduction of electronic passports in Germany 2005–2007, she was responsible for project communication and public relations. In January 2008, Heinen started to work with the team responsible for the introduction of the German electronic ID card. In this position she coordinates communication and is first point of contact for e-business providers who are interested to take advantage of the new e-ID card in their services. Gundula Heinen studied media & communication, political
science and business administration in Berlin and New York. She holds a master’s degree (German Magister Artium).

Detlef Hühnlein has more than ten years of professional experience in the area of IT-security, received a doctoral degree in cryptography from TU Darmstadt, gives lectures about electronic signatures, identity management and internet security at FH Würzburg, FH Coburg and TU Vienna, (co-)authored more than 40 papers for refereed journals and conferences and frequently gives talks at national and international IT security events.

Mr. Kunjadić graduated at the University of Belgrade, Faculty for Aerospace Engineering. He worked as airplane designer and also as the director of IT department in Privatization Agency where he was one of the security system designers for database protection of shares and shareholders. He is M.Sc. in the field of information system security and data crypto protection. In System Intelligence Products he is running EMV projects based on chip cards. In Singidunum University he is teaching C++ and C# computer languages. He is researching biometrics, especially protecting biometrics data, using new card technologies. At the moment, he is finishing his PHD thesis in the field of biometrics data protection.

He started his career as a corporate sales representative at a system integrator specialized in Business Intelligence solutions, before holding positions as business developer and marketing manager in the software edition market.
He joined Oberthur Technologies in 2001 as Field Marketing Area Manager for Asia-Pacific Region and Banking market, before moving to the Government & Identity division as Product and Solution Manager.
Jérôme Lena holds a Master Degree in Management with a specialization in Marketing and Sales from the Ecole Supérieure de Commerce de Rouen, and a Master Degree in Technology and Management from the Ecole Centrale Paris.
      

MIREILLE LEVY
Head - Identity Management Standards Identity and Passport Service (UK)

Dr Levy is the Head of Identity Management Standards at the UK Identity and Passport Service.  She leads for the UK on identity management standards and plays a key role in international activities.  In particular she chairs the EU eID STORK Consortium.  After a successful career in scientific research, she joined the UK Home Office in 2001 to manage radiocommunications planning for the police.  Dr Levy holds a PhD in Mathematics from the University of Paris.  She is a Chartered Engineer, a Member of the Institution of Engineering and Technology and a Fellow of the Institute of Mathematics and its Applications. 
    

INGO LIERSCH

Ingo Liersch joined Giesecke & Devrient in 2001. Until 2003 he was Product Manager for “smart card operating systems” and applications.  2004 – 2005 he was in charge of international ID and health Card projects.
Since 2006 he has been Head of Segment Marketing in the newly established Division “Government Solutions”, which devises security-related solutions for passport and visa systems as well as ID and health care cards for national governments and their agencies.

Ingo Liersch holds a degree in Electrical Engineering and in Industrial Engineering.

She is head of the department “Security &Evaluation” as well as head of the Standardisation office with G&D.   Gisela Meister is a member of national and international standardisation groups  and co-ordinates   national and European specifications e.g. she  is the convenor of the national smart card body for contact oriented cards DIN NI 17.4 and  she  chairs the  European Smart Card  standardisation group  for PKI  CEN TC 224 WG 16,  SIT Fraunhofer Smart Card  prize 2004.
     

STÉFANE MOUILLE

Stéfane has many years experience in the smart card industry, leading projects in both the Banking and Public Sector’s. His responsibilities include the definition and implementation of worldwide strategy for e-health and e-ID within Gemalto. This involves managing Gemalto’s activities within several national health and identity schemes such as in France, Germany, UK, Mexico, Algeria, Finland, Slovenia, China and also the Pan European Healthcare Insurance card program NETC@RDS. Prior to his current role, Stéfane was Marketing Manager for Banking and Retail within Gemalto and has also held several positions in Product Marketing.
Stéfane holds a Degree in Electonic Engineering and a Master Degree in Marketing and Management from ESC Wesford Grenoble, France.
     

JAN MUEHLFEIT

Jan Muehlfeit is responsible for engaging with European governments and policy makers, academics and other societal stakeholders in Brussels and across EU member states. His goal is to ensure that Microsoft continues to act as a trusted, open partner that listens and contributes to Europe’s agenda, enabling long-term growth, local economic competitiveness and job creation and innovation.

In his previous roles, as vice president of public sector and lately as vice president for corporate and government strategy, Jan Muehlfeit was responsible for promoting Microsoft solutions for public-sector organizations and delivering an excellent customer and industry partner experience. He also led Microsoft’s efforts to constructively support the policy goals of governments in EMEA, from employment and social issues through to competitiveness and economic growth.

Muehlfeit joined Microsoft in 1993 and, during his seven years in the company’s Czech and Slovak operations, headed a variety of departments including marketing and sales. In 1998, Muehlfeit was named general manager of Microsoft Czech Republic. Despite the challenging economic environment, his team generated remarkable results, and Muehlfeit became known for his dedication to the success of Microsoft partners and customers in the region. In 2000 he became regional director of Microsoft Eastern Europe and was promoted to vice president in 2002. Under his leadership, Microsoft business expanded substantially in the region, with new offices opening in several countries. In 2004-2005 Jan was also part of Microsoft’s international emerging markets executive board.

Born in 1962, Muehlfeit grew up in Czechoslovakia. He received a computer science degree from the Czech Technical University in 1986 and, before joining Microsoft, worked in the public sector as a programmer and information systems manager. Later he was director of international sales and marketing for Software602, a Czech software development company. Muehlfeit continues to support several charities, including "PCs Against Barriers", a joint initiative of Microsoft Czech Republic and a Czech NGO.. Muehlfeit has received numerous awards, including "Best Manager of Czech Republic for 1999" from the Czech prime minister, the "Czech Brain Award," presented by the Czech minister of foreign affairs and was named the Czech IT Personality of the Year three times. He also serves on the supervisory board of the Charta 77 Foundation and is a board member of the European Academy of Business in Society (EABiS) and the Junior Achievement Young Enterprise Europe (JAYE).
     

DR. INGO NAUMANN
Technical Department - European Network and Information Security Agency (ENISA)

Ingo Naumann is with the technical department of the European Network and Information Security Agency (ENISA) in Heraklion, Greece, where he is responsible for the work package on electronic identity. Mr. Naumann is seconded to ENISA from the German Federal Office for Information Security (BSI) where he has been involved in the development of technical specifications for travel documents and ID cards. He is an IEEE member as well as participating actively in CEN TC224 WG15 (European Citizen Card). In his previous position, he was a research scientist at the Computer and Communications Research Lab, NEC Europe Ltd., Sankt Augustin. He holds a diploma and a doctorate degree in electrical engineering from University of Hannover and University of Kiel, respectively.

Libor Neumann has worked in many different projects dealing with ICT infrastructure for government in Czech Republic for about 10 years. He has been working for ANECT a.s. – the medium sized firm focused to expert services in ICT.
He is author or co-author of several conceptual and strategic documents dealing with e-government. 
He has focused to electronic cooperation between different government subjects and to electronic identity and electronic services access management for many years.

Dr. Michael Reichenstein has been working in the area of Biometrics and Electronic Passports for over 5 years. After finishing his PHD thesis in theoretical physics Dr. Michael Reichenstein joined the biometrics group of NEC 2003, working in the area of face and fingerprint algorithms. As Head of the Service and Technical Support Department he also gained expertise in IT Security and cryptographic methods. Security Consultant and Managing Director of Conseils Oy SimplySecure, Teemu Rissanen has been working for Conseils Oy since 2001.  His expertise covers the areas of trust and security solutions, consultancy services and security studies.   He has designed and carried out concepts and systems for paperless processes, secured infrastructure applications and transactions requiring strong authentication and digital signature, compliant with European legislation and standards.  Rissanen has also carried out studies and participated in R&D projects in the area of eHealth and eSignatures.

Rissanen has carried out National digital signature and identity management interoperability studies for the EU IDABC programme, the legal framework interoperability study for eHealth, for the EU CEC DGINFSO, and he is involved with numerous other digital signature and identity management studies and projects for national and EU institutions.  

As project manager he has lead the consortium in charge of the manufacturing and personalisation the next generation FINEID organisation certificate smartcards in Finland.   Teemu Rissanen has a strong expertise in smartcard technology implementation for various business fields.  Currently Teemu Rissanen is involved in an EU project where he provides consultancy and expert services on identity management and secure data sharing for providing outpatient eHealth services.

Mr. Schwartz is currently the Assistant Director of the Transportation Worker Identification Credential (TWIC) Program.  He filled business manager, program manager, and stakeholder outreach positions with the TWIC program since joining the Transportation Security Administration (TSA) in January 2003.  He is also leading a pilot program to test the business processes, technology, and operational impacts of deploying biometric card readers in the maritime transportation system.  Before joining TSA, Mr. Schwartz served 29 years in the U.S. Coast Guard.
Mr. Schwartz holds an undergraduate engineering degree from the U.S. Coast Guard Academy and graduate degrees from The American University in Public Administration, and the Naval War College in National Security and Strategic Studies.

Jörg Schwenk has the chair for Network and Data Security at the Horst Goertz Institute for IT Security at RUB since 2003. From 1993-2001 he worked in the security department of Deutsche Telekom on different projects. He has written more than 60 patents, and more than 20 scientific publications. His research interests include cryptographic protocols (especially multi-party protocols), browser-based protocols, XML and Web Service security and internet security (especially protection against real world challenges such as pharming or WWW-based attacks).

Thomas Skordas received his diploma in Electrical Engineering in 1984 from University Aristotle (Thessaloniki, Greece), and the PhD in Computer Science in 1988, from the Institut National Polytechnique de Grenoble (France). He then worked at Cap Gemini Sogeti as project leader in EU-funded R&D projects in the areas of Information Technology and Robotics.

In 1995, Thomas joined the European Commission as Scientific Officer in the Information Society Technologies Program, part of the Directorate General Information Society & Media (DG INFSO). From 2003 to 2005, Thomas was part of the Future and Emerging Technologies Unit of DG INFSO, where he was responsible for the strategic planning and thinking of the Unit and for the preparation of new basic research agendas in Information and Communication Technologies (ICT).

Since 1st February 2006, Thomas has joined the DG INFSO Unit dealing with research in ICT Security and Trust, where he is Deputy Head of Unit.

He has a doctorate degree from the Technical University of Munich where he still lectures “Applied IT Security”.

Overall, he has ten years of product management / product marketing experience in the semiconductors industry. He graduated from Hamburg-Harburg Technical University with a MS in electrical engineering in 1997.

He develops consulting activities in Enterprise Information System Architecture, Information System Architecture Evaluation, Enterprise Modelling, Organizational Engineering, and Business Process Modelling topics.
