stream: World
& Regional Strategies and Trends
We are moving into a world
where electronic ID will be omnipresent. The question
of interoperability between different mass deployments
is increasingly important. Which model will
prevail? The one Card - One Asia vision, or the
federated approach, or both? What are the implications
for national roll-outs?
This session details the major world-wide, national
and regional strategies. It describes lessons and
experiences from deployments in the US, China, Japan
and South East Asia. It elaborates on developments
in the adjoining e-Passport & e-Drivers license
domains and resolves the question of whether
Smart Card technology will be able to cope under
the ever increasing requirements for capacity
and performance.

Biometrics for
Secure Authentication
Biometrics is basically
all about ensuring unequivocal proof of a claimed
identity. It goes far beyond a mere username/password
check in the level of proof, and can be much more
convenient and easier for the consumer to use.
What are the consumer requirements, and to what
extent do current industry solutions meet the
different needs? Learn about practical experiences
from large scale implementations in the Airport
industry, and in the UN refugee camps. Dig into
the essential details of biometric interoperability
testing and quality assurance.

e-ID plenary session:
4.30pm - 5.00pm
Citizen-centric
identity for Web2.0
New developments in identity, such as InfoCard
and the Identity Metasystem, offer a powerful
new model of identity in the age of Web 2.0.
How will such developments empower more reliable
citizen control of their online, digital identities?
And how will they enable organisations, including
governments, to improve the online services
that they can provide? How will we ensure that
such developments take account of privacy obligations,
such as those established in the EU?

ID for Travel & e-Services Support, Serving
the two Masters
Moderator: Jan
Van Arkel, Conference Chair
The process of upgrading to e-Passports by incorporating
contactless chips as well as biometric technologies
is now well underway in Europe, and is
having major impacts in the e-ID security domain.
Are the ICAO functional identity requirements
for border control also needed for reliable
and convenient national e-ID based access to
on-line e-Government and commercial eServices?
Can the respective functionalities be combined
and made available on one physical carrier?
There are political and strategic issues
including privacy protection at stake and also
financial and technical considerations. An interactive
panel of highly qualified persons with
hands on experience will address the relative
advantages and disadvantages.

e-ID Projects and Developments
The political interest
in e-ID is high. The EU Ministers declaration
from November 2005 that by 2010 European citizens
and businesses shall be able to benefit from
secure means of electronic identification that
maximise user convenience while respecting data
protection
regulations has sparked the creation of an e-ID
roadmap. Learn about the targets and timelines
in the context of a Communication from the EC
on the i2010 e-Government Action Plan. This
stream will also focus on the relevant European
Citizen Card Standard, the interoperability
testing needed, and will explore business case,
requirements and
architecture of trust chains and nomadic personal
devices.

Business Models
for e-ID
By the end of 2005 four EU countries had each
already issued over 1 million national e-ID
cards adding up to more than 15 Million cards
in total. The session offers an analysis of
business issues and models that underpin and
drive successful large volume roll-outs. What
are the decisive key success factors in the
significant national implementations? How do
you migrate from an existing physical ID structure
into e-ID? How did the banks manage and control
costs of their migration to chips? What is the
business significance of close to 3 Million
Belgium e-ID cards? Learn also how the Czech
Republic envisions to introduce e-ID. Multi-application
is a valuable asset, but how well do we manage
it?

stream: Large
scale e-ID systems
The big challenge
for national e-ID systems is scalability. Large
scale systems bring large scale interoperability
problems. Many issues also simultaneously compete
for special attention including production
technologies, endurance testing of the products,
issuance processes, database management, the
usage phase with its high speed mass volume
verification procedures, the auditing of the
system. This stream will provide an overview
of the major European wide developments and
learning experiences in relation to scalability
of e-Passports and National e-ID systems and
associated interoperability issues.
