ID Card Project News

• China will issue over 100 million of 2nd Generation of National ID Cards in 2005
From the news of Ministry of Public Security, by the end of 2005, China will have a total issuance of 100 million of the 2nd Generation of National ID Cards. According to the responsible spokesman, 6 million of this new ID card has been issued since the beginning of 2004. Within next five years, the total of 1 billion of ID cards has to be issued.

The "New ID Card" project has been under a preparation over the past 8 years ranging from the feasibility study, project approval to the technical studies and purchasing process. Due to the security concern and the national legal administrative law, this Project has been done with tender bidding open only to the local Chinese companies, such as chip suppliers ( Huahong Micro-electronics, Datang Microelectronics, Qinhua Tongfang Microelectronics, China CEC Huada Microelectronics ) and card vendors ( EastCom Peace, Beijing Aerospace Golden Cards, Shangdong HuaGuan Cards, China Vehicle Test Center, Hainan Pacific Smart Card, Shanghai Zhongka, Tianjin Global Magnetic ).

From October of 2004, China International Bidding Co., Ltd., entrusted by the Government to conduct one tender for the ID card readers' project in Beijing. There were over 80 readers suppliers and related technology companies that took part in the bidding. At the final stage, there were only 10 suppliers that have been selected to be the contracted suppliers to the new ID card readers' project ever since. Beijing Zhongdun Security Technology Co., Ltd, Shanghai Postal Telecom Share Holding Company, Huaxu Golden Card Share Holding Company, Shangdong Shensi Electronic System Co.,Ltd., Inner Mongolia YiAn Science & Technology Development Co., Ltd., Shenzhen China Vision Electronics Readers Company, Wuhan Jinlun Electronics Holding Company, Beijing Chang Mao Technology Company, HaerBin Xinzhong Electronics Share Holding Company and Chendu Guoteng Telecom ( Group ) Company.

The potential market of business for the card venders and reading equipment will bring the incentives for the card market within the next 5 years, such as the installation of readers in hotels, restaurants, at airports and banks etc. The future new roll-out of ID card replacements for losses or new born babies at an annual birth growth of 10 million in China. In this regard, the New ID Project in China will provide the growing demand for contactless technology for the next 10 to 15 years, because this is the largest ID card project in the world.

Key data: new ID card has a memory of 4K contactless chip technology, at present the memory capacity is only kept for storing the individual data of ID cardholder, such as name, sex, date of birth, household address and location of household registration. Originally the finger prints were planned to be in the storage, but this application has been denied.


E-passport Project News

• Chinese Government has approved the E-passport Project to be on a trial in 2005
According to the reliable source of Ministry of Public Security-MPS, recently the Chinese Government has approved the implementation of new machine-readable electronic passport project, which is catching up with the ICAO recommendation and the international trend.

China has 4,000 border check-points from land to airports and sea-ports. The most busy check-points are cities of Beijing, Shanghai, Guangdong ( including Luo Hu land-port adjacent to Hong Kong in Shenzhen with a daily visitors' handling at 200,000 and Gong Bei land-port adjacent to Macao in Zhuhai with a daily visitors' handling at 100,000). In view of the fact that the Central Government has approved more homeland cities for the citizens to travel on a tourist document to Hong Kong and Macao, such as Beijing, Shanghai, Guangdong, Zhejiang, Jiangsu, Hubei etc. During the long-week holidays in May, October and Chinese New Year, the borders are heavily jammed with the long lines of travelers, and sometimes the systems have been jeopardized.

To solve this problem and follow with the worldwide trends of ICAO recommended electronic travel documents, China has decided to take the action of implementing the electronic passports from 2004 onward. This week, the Central Government has approved the E-passport Project with the initial trials on travel documents for Hong Kong and Macao and will move on to the real passport projects nationwide by 2008.

There will be two phases to carry on, as such from E-travel documents 2004 onward transiting to E-passports in 2008. Hong Kong has launched new ID in 2004 till 2005 and Macao the same in 2005. At present, the standards and technical specification studies have been carried on and the visits to the leading chip suppliers and manufacturing suppliers have been done the week after CeBIT in Germany. According to the reliable source, the security is the focus of the E-passport project, such as biometrics, COS etc. At the same time, the border check-points are planned for reconstruction in Shenzhen and Zhuhai by January of 2005.

• 2nd Asia Smart Label (RFID) Conference to be held in Beijing on April 19 - 20
Jointly organized by China Federation of Logistics and Purchasing and China RFID Standard Working Group, 2nd Asia Smart Label (RFID) Conference will be held in Beijing on April 19-21. The VIP attendants invited are from the official administrations ( such as Ministry of Information Industry, Ministry of Railway, General Custom Administration, and the officers from Guangzhou and Shanghai). And the international VIP speakers are also invited to make key notes from India, Korea, China Hong Kong and Taiwan Logistics Associations. The leading international vendors will make presentations at the Conference, they are from Philips Semi-conductor, ST, Symbol, TI etc.
The Organizers will keep half a day for organizing China RFID Users' Summit, by inviting the local end-users of retailers, pharmacy, auto manufactures and logistics, industrial gases cylinders as well as the delegates in charge of e-passport project to join in the interactive discussions on the applications of RFID in the different sectors and the briefings on the RFID status. The discussed issues and problems in the RFID applications from the different users will be collected and compiled into the sum-up report from the Summit. This sum-up report will be taken as the valuable reference for the promotion of RFID industry in China. The relevant officers will be invited to attend the Conference and brief on the present status on the RFID standard drafting work from the related authorities of Ministry of Information Industry and give Q and A at the event.

• Global Platform will organize its first GP Seminar in Beijing on April 21
